Poland's Prime Minister Sets Conditions For Polish Coalition Government

Warsaw, Poland 20 July, 2007  Junior partners in Poland's coalition Government have been given conditions they must meet in order to avoid new elections that are being continually threatened by Polish Prime Minister Jaroslaw Kaczynski. Whether they will be accepted or not is open to question.

Kaczynski is reported to have sent a letter to the new political grouping called LiS, which is a new political party being formed by combining Samoobrona and LPR outlining the conditions. Included in the conditions are two that are particularly onerous to the recently fired Minister of Agriculture and co-leader of LiS, Andrzej Lepper.

Both demand that all coalition members vote as instructed on two issues.

In the matter of formation of a special Parliamentary investigating committee to investigate the activities of the Anti-Corruption office that lead to the firing of Andrzej Lepper, all parties are instructed to vote against formation.

And all parties are expected to vote in favor of automatically lifting the immunity of any member of Parliament when it is asked to be done by the Public Prosecutor.

In the first case, Andrzej Lepper was set up in a sting operation that some consider to be a classic case of entrapment. It may be that the Prime Minister and the Anti-Corruption Office may have acted illegally in trying trap Lepper.

The Prime Minister does not want this investigated. He says nothing was done illegally and that the investigation will only tie up Anti-Corruption Office and divert it from important work.

It is important for Lepper to have the investigation go forward.

In the second case, lifting immunity of Parliament members at a prosecutors request will expose some of Lepper's party members to prosecution. If Lepper agrees to this, he will be seen as sacrificing some of his party members for his own benefit.

The parties are expected to agree within two days of getting the letter.

They, however, are buying time and saying that they will discuss the conditions with their party members at the next meetings. After that they will formally respond.
