Poland To Outlaw Mini Skirts. Law Expected To Chill Polish Women.
Warsaw, Poland May 11, 2007 A bill to outlaw miniskirts and see-through blouses in Poland has been put before the Polish Parliament. Though it is intended to help stop prostitution, it is indiscriminate in reach at can be applied to any woman anywhere.
"Artur Zawisza, a Catholic member of the breakaway "Right of the Republic" party (Prawica Rzeczypolpoliteij), wants to ban miniskirts as well as heavy makeup and see-through or low-cut blouses in a proposal he says is aimed at prostitutes. A Miniskirt Ban in Poland?
If passed, a woman wearing a low cut blouse on the way home from a disco could be arrested. But Zawisza is depending on the police to be able to distinguish between a respectable woman and a loose woman.
He says, however, that the law might have a chilling effect on women who are not prostitutes. He did not address the affects of temperature on either group of women.
This is not the only dress code law that's been proposed in Poland.
A law was proposed to prevent the wearing of kilts in Krakow. It did not require the police to be able to distinguish between respectable Scotsmen and loose Scotsmen. It assumed that all men wearing kilts were drunken Scotsmen who would lift their kilts and show what little they had to the public at every chance they could.
Zawisza has not explained how he can distinguish between a respectable woman and a loose woman wearing a low cut blouse or miniskirt.
He has also not said how the law would be applied at Poland's topless and nude beaches.
Though the law is intended to limit prostitutes from advertising, it does not address the print advertising for the many brothels around Poland. And it does not address the thousands upon thousands of small brochures, advertising brothels and agency services, that are stuffed under the windshield wipers of parked cars every day.
Since it treats streetwalkers differently than women who work in brothels, it may be unconstitutional.
