Poland's Supreme Court banking decision delayed

Warsaw, Poland September 21, 2006. The expected ruling by Poland's Supreme Court on the constitutionality of the Polish government's attack on the independence of the Polish Central bank, The National Bank Of Poland, will not be rendered today but will be delayed due to some procedural matters.

Before the Polish Supreme Court can rule on the constitutionality of the Polish Parliamentary Banking Commission that has been set up to examine the banking system in Poland, the court must first make a procedural ruling as to whether it has the standing to rule on the matter all.

The court also stated that if it does have the standing to rule on the matter, it must have time to contemplate its decision.

Because the daughter of the head of the Polish Supreme Court works within the National Bank of Poland, he has excused himself from the proceedings. He does not wish to have it said that there was a conflict of interest.

The ruling had been expected today and was a benchmark used by the President fThe National Bank , Leszek Balcerowicz, in his decision as to whether to appear before the parliamentary committee or not. He said he would not come before the parliamentary committee until after the Supreme Court ruled. As it stands now, he is scheduled to appear on the 26th of September.

A recent poll shows that most of the Polish people want the Court to find that the Parliamentary Banking Committee is unconstitutional. Analysts say that this is because of the circus like atmosphere of Committee proceedings and the perceived personal vendetta of the committee chairman against Leszek Balcerowicz.
