Did the prayer's of the Polish parliament bring down the torrential rains in Eastern Europe?

Warsaw, Poland 7 August, 2006 Torrential rains have broken the drought and heat wave that has plagued Poland since June. On Sunday, August 6, 2006, Warsaw, Poland received as much rain in one day as it normally receives during the month of August. And not only was http://www.radio.com.pl/polonia/article.asp?tId=40183 of such torrential rains, all of Poland and http://www.itar-tass.com/eng/level2.html?NewsID=10684197&PageNum=0 Ukraine were inundated by heavy rains.
The drought in Poland was so bad that the government was making plans to start rationing water.
The Polish Parliament, dominated by a devoutly Catholic political party, Law And Justice, held a special prayer session to pray for rain.
It took a few days, but the rains came.
And when the rains came, they flooded tunnels and roads in Warsaw effectively shutting down transportation in many areas. Roofs that were under repair or under construction during hot weather leaked. Property damage was high.
And even though everyone wanted rain, some people are not happy with the amount of rain that came in such a short time.
Many questions are being asked about why the rains came as they did.
Did the Polish parliament pray too hard?
Did some members of the Polish parliament not ask the right thing and cause the floods?
Why did the government try to interfere with nature?
The ruling government coalition party Law and Justice generally blames bad happenings on the opposition party Civic Platform.
So even though the Law and Justice Party has controlled the administration of Warsaw for years now, bad drainage systems and the torrential rains, possibly caused by either bad praying or praying too hard, are probably Civic Platform's fault.
