The future of any country lies in its youth. They are the future leaders, the future business people, the people who will produce and generate income to support the old, and the people who will have offspring that will continue the cycle of life. Poland has exported huge numbers of these people and it continues to do so. It has sent its youth away and is facing a serious long term problem.

Poland
It does not appear that there is any firm figure as to the number of people who have really left Poland. The government talks about 600,000 people having left Poland while people in England talk about 700,000 having come to England alone. There are no published figures about the number of immigrants to Italy, Spain and to the other countries where Polish people work legally and illegally.
Foreign investors have looked at Poland and established companies here often stating that one of the reasons they did so is because Poland has a well educated work force. With the emigration of so many people, Poland may not be as attractive to foreigners when they hear Polish companies complaining of labor shortages and see cites such as Wroclaw going to England to try to find workers.
The people who leave to work in foreign countries are the risk takers. One would expect these people to go into positions of leadership and positions of management or to be the countries entrepreneurial base. The ones who have stayed behind are not necessarily averse to risk taking, but the population of the country of risk takers is being significantly reduced with the emigration that is taking place.
The Polish Government, in order to stimulate population growth, passed a bill to give people money when they have a child. But the people leaving the country are the young and healthy who would be having children. There are simply fewer people in the country who will have children. The population will decline.
And Polish women have been found very attractive by farmers in western Europe. Women are queuing up to find a husband in the West. And of those that find and marry someone from the West, it is likely that the people from the West will have chosen the most intelligent and versatile of the women who put themselves on the market to be a mail-order bride.
There's a large amount of money to be coming into Poland from the European Union. But to use that money the country needs workers. In some segments of the economy is said that 40 percent of the work force has gone West.
Unemployment in the country stands somewhere around 15%. The government is moving forward with the development of more welfare programs to help these unemployed. At the same time employers in Silesia are advertising to http://www.radio.com.pl/polonia/article.asp?tId=40305
People are generally leaving the country because of one thing. And that one thing is pay. They make much more money in Western Europe than they can in Poland.
If Poland wants to keep its workers it has to pay them well. That means that companies have to be able to afford to pay them.
That means that the Polish government has to take a very hard look at laws that affect business and make it so expensive to hire people.
This is not the time for government against business games. The future of the country is leaving the country now. Something has to be done.
But it may be too late. Solving the problem will take time and courage that the government may not have.
First the government has to recognize the problem.
Then it must admit to the problem.
Then it must try to come up with a solution to the problem and to go through all those government dances that unnecessary to make a wrenching social change.
In the meantime the people will continue to leave, there will be fewer people marrying and giving birth in Poland, companies will find a growing labor shortage, and foreign investors will not find a large pool of well educated workers.
Poland will go into decline. It is quite possibly there now.
