Is crime falling in Poland because criminals are emigrating?

The Polish newspaper Gazeta Wyborcza seems to think so. Last month it published an article in which it coupled the falling crime rate in Poland to the mass immigration of Poles to the West. And the chief prosecutor of Krakow, Piotr Kosmaty, told Gazeta Wyborcza that it was not the falling population that was causing the reduction in crime but the type of people who are emigrating. The Prosecutor expressed a certain sense of satisfaction when he commented that the departure of these people had freed up police resources and improved the ability of the police to solve the crimes.

But not everyone is happy with the emigration of Polish criminals to the West. Krystian Kozerawsi, who blogs from Ireland, makes the following comment:

There is nothing to be happy about because those people are still dangerous, both if they are in Poland, Ireland the UK. Again Poland as a State prefers to get rid of our local problems at Ireland's or UK's expense.

And as more and more Poles emigrate organized criminal groups are taking advantage of them all across Europe, according to Gazeta Wyborcza.

According to the Polish embassy in Dublin Ireland, there is no evidence to suggest that Polish criminals have continued to operate in Ireland.
