Flooding in southern Poland and more of the same

This year has been disastrous for the people in Southern Poland. First it was the drought that damaged their crops and then the drought was broken by torrential rains that have flooded thousands of farms and towns in the region. The people are experiencing what they did seven years ago and they are hearing the same thing for politicians that they heard seven years ago.

Seven years ago the people were offered cheap loans in order to recover from the flooding. And they were promised that the government would take action to prevent flooding in the future.
One thing was accomplished between then and now. There is an early flood warning system so that the people know in advance that they are going to be wiped out again.
Politicians of the current government have now gone to the area and promised the people low-cost loans so that they can recover. And they are promising that the government will do something to prevent flooding in the future.
People of the region are complaining that they don't need credit a second time. They need some action.
There are committees of government representatives going from farm to farm assessing the damages to the drought and flooding. People report that at times committees come to them simultaneously and they have to discuss with one committee the damage that they received as a result of the drought and with the other the damage that they have received as a result of the drought braking flooding.
The quality of life in southern Poland in these regions is not good. And loans a second time will not help them when future flooding comes.
