The Polish Government Continues To Punish Perceived Enemies

The Polish Government is destroying the existing experience base just as the United States destroyed the existing experience base in Iraq and created an almost unmanageable reconstruction program. Former President Lech Walesa commented that when the Kaczynski brothers worked for him they destroyed first with little regard to planning about what would replace that which they destroyed. "His approach is to first destroy and then think about what to build," Mr. Walesa said of the country's current president, Lech Kaczynski. http://www.nytimes.com/2006/07/20/world/europe/20briefs-005.html

The Kaczynski government is attempting to change the civil service law so that they can change the people at the top of companies by replacing these people with people with political connections to the Kaczynski government. See Articles Below

The Kaczynski government is moving forward on a change to a vetting law that will affect so many people that it seems that the vetting system will be overburdened. At the same time, with the opening of the files to the public, there will be a great deal of difficulty experienced by many people - rightly or wrongly. This is sure to create turmoil in many parts of society. And it is likely to eliminate many experienced people from positions that they now occupy.

The people that are now in the positions that Kaczynski wants removed are the people that have moved Poland forward very well in the recent past. The destruction of this experience base may leave Poland in the same condition that Iraq is now as far as it concerns bureaucratic chaos.

Already some people are saying that there is a great deal of confusion in companies where management was changed. For example in the state lottery where a chairman was not appointed for months, the revenues dropped by 20 percent because of confusion. See Will Poland be rebuilt or destroyed

Polish Coalition disagrees over taxes - Samoobrona, one of the three parties building coalition, jointly with the opposition, are going to reject the government bill to raise the excise duty for oil and car gas. The Parliamentary debate over 19 bills amending the tax laws will be very hot. It was supposed to be held today but some of the bills were read in the Parliament yesterday, late at night. The increase of excise duty for oil and gas used in cars is the most controversial of the government bills. Since September 1, the excise duty was supposed to grow from PLN 233 (EUR 58.9) for 1,000 liters, PLN 1,139. The gas duty was supposed to grow from PLN 695 to 1,000 for every ton. Only PiS, Law and Justice, members were for these changes. PO, the Citizens’ Platform, voted to reject the bill in the first reading. SLD and Samoobrona said they would support PO. “We do not agree to raise the duty for oils and gas for cars”, Janusz Maksymiuk, the deputy head of Samoobrona party said. Rejecting the bill means PLN 2.5 billion less for the budget annually. The bill to implement an ecological tax for cars depending on the engine and exhaust fumes will be delayed. Opposition voted to reject the bill. PiS and Samoobrona are going to support the bill. Today, 14 other bills were read in the Parliament. The most important changes included amending VAT, PIT and CIT. PO proposes to introduce in 2007 two lower PIT rates: 18 and 32. The government would like to introduce them in 2009. They come over here, they give us jobs ... - It's true: Britain does have a lot of Polish plumbers, decorators and van drivers. But let's not forget the businessmen. Steve Boggan meets the deli owners, multimedia designers, concert promoters ... With a sense of pride that is as impressive as his huge frame, Jacek Lipinski pulls out a carrier bag and slams it on to the table of a cafe in west London. "These are my medals," he beams. Poland's Twin Leaders Gain Victory on Secrets - As of this week, identical twin brothers are running the country of Poland. One, Lech Kaczinski, is the country's president. The other, Jaroslav Kaczinski, has now been sworn in as the prime minister. And many say their policies are dividing Poland. For instance, Friday the country took a big step toward opening its secret police files, which date from Communist times. The lower house of Parliament voted to allow public access to files of people who hold positions of public trust --including politicians, diplomats and other public servants. The files have long been a source of controversy in Poland. The vote was a big victory for the Kaczinski brothers. Last fall, the Kaczinski twins promised they wouldn't take both top jobs, even if their party won presidential and parliamentary elections. So when Lech won Poland's presidency, his brother Jaroslav did not take the prime minister's job, even though their Law and Justice Party had won the parliamentary vote, as well. But many observers say that Jaraslav was actually running the government behind the scenes. And after the prime minister was ousted late one recent Friday evening, Jaroslaw formally started the job this week. Continue Reading More
