Does a radical Polish farmer now control Poland?
Warsaw, Poland April 28, 2006 The news of the day in Warsaw, Poland is that the Polish political party Law and Justice has formed a coalition with a radical farmers' party and five members that split off from another party. What is most startling about the formation of this coalition is that even though the coalition has been formed the coalition does not have a voting majority in the Polish parliament. Some people are asking why the Polish party Law and Justice formed this coalition with a radical farmers' party even though it did not get a majority.
After the formation of the coalition, the leader of the Law and Justice Party, Jaroslaw Kaczynski, said that his goal would be now to soften the political party League of Polish families and take members from the League of Polish Families into the coalition so that he would get a majority. At the same time the Leader of the League of Polish Families said he is still willing to talk with law and Justice Party about coalition. But statements by members of the Law and Justice Party indicate that the Law and Justice Party does not trust Roman Giertych of the League of Polish Families and they do not want to talk with him. They would rather split his party and take members from his political group.
Andrzej Lepper, a radical farmer, who is the head of the political party Samoobrona, had said earlier in the week that unless the coalition was formed by Friday he would bring down the government and new elections would be held. At that time he held the key to power. And now that he forced the issue and a coalition has been formed that gives him that his party three ministries in the Polish government, he still holds the key to power.
On Wednesday during the debate in the Polish parliament concerning the no-confidence motion in the agricultural minister, Prime Minister Kaszimierz Marcinkiewicz said that it would be irresponsible to replace the agricultural minister now at the beginning of the growing season. But then on Thursday he and his government entered into a coalition with the Samoobrona party and have turned over the agricultural minister position to Andrzej Lepper himself. Not only will the agricultural minister be replaced but no doubt a large portion of the number of people in the agricultural ministry itself will be replaced. So it appears that Lepper forced the Prime Minister into doing something irresponsible.
And not only did he forced the Prime Minister into doing something irresponsible with the agricultural ministry, if forced Jaroslaw Kaczynski into the signing of a coalition agreement even though the negotiations were not really completed and the only thing that Kaczynski got was another of minority Polish government. He had given Kaczynski the ultimatum that unless the coalition agreement was signed there would be elections. And Kaczynski folded.
Over the years Lepper has been considered by many people as a passing phenomena. Not only was he not supposed to get enough votes to get into the Polish parliament, he was never expected to get into any significant position in the government. Now he is the Deputy Prime Minister of Poland. Andrzej Lepper is far from a passing phenomena and has a lot of strength and is not afraid to use it.
At any time that Andrzej Lepper wants to get what he wants all that he has to do is tell the Government that unless he gets his way he will force a vote on new elections. Since this is the tactic that the Law and Justice Party has used against him since it was elected to power, Andrzej Lepper is likely to return the favor and use this constant threat of elections to get just what he wants.
Andrzej Lepper holds the key to new elections and is likely to use it. Andrzej Lepper is effectively in control of the government of Poland. If either the Prime Minister or the head of the Law and Justice Party attempt to reign him in, they can find themselves facing face new elections. Andrzej Lepper is effectively in control of the government of Poland.
