The Polish government remains disorganized

Warsaw, Poland - March 21st, 2006 - Unable to form a coalition with the other leading political party in Poland, Civic Platform, the Law and Justice Party, headed by Jaroslaw Kaczynski, chose to sign an agreement, called the stabilization pact, with two minority parties, Samoobrona and League of Polish Families, which stabilization pact was to allow the Law and Justice Party to govern under stable conditions for a period up to one year.

The three parties that signed the stabilization pact have done little more than occupy themselves with continuous bickering accompanied by a constant threat of new elections being put forward by Law and Justice Party Leader Jaroslaw Kaczynski.

Just last week Jaroslaw Kaczynski announced, once again, that he would be putting forward a bill in the Sejm to dissolve the parliament and hold new elections.

The two minority parties, Samoobrona and League Of Polish Families, have opined that his desire for new elections is a breach of the stabilization pact.

Yesterday, Leader of the League of Polish Families, Roman Giertych, said that he will be moving his party to the opposition.

Further, he likened Jaroslaw Kaczynski to a man running around with an ax who was blaming everyone for not wanting to be chopped up.

Andrzej Lepper, leader of the political party Samoobrona, for his part feels that a formal government coalition with the Law and Justice Party is necessary. If appears that he expects someone from his party to be going into a position of power such as the Deputy Prime minister. He made a further comment, however, that has fuelled quite a bit of speculation. Lepper said that he did not see how he could manage his ministers from a second position. Some commentators are questioning as to whether Lepper is saying that he expects to be appointed The Prime Minister of Poland.

Forming a formal coalition with the Samoobrona political party would seem to be rife with problems for Jaroslaw Kaczynski. During the previous government that was controlled by the leftist Party S L D., Kaczynski railed against the SLD ' s cooperation with Lepper accusing them of outrageous conduct because of Lepper's criminal record. Kaczynsk ' party and Kaczynski continually denounced Andrzej Lepper as a criminal and someone with whom the SLD should not cooperate.

Now that Kaczynski is in power and is having difficulty in getting the majority grouping in the Parliament, he has turned to Lepper for support. Some people believe it give is almost inconceivable that Kaczynski would consider putting Andre Lepper in the government.

Last week, the leader of the Civic Platform opposition party, Donald Tusk, called Kaczynski an Andrzej Lepper. It is said that Kaczynski is highly insulted that he was compared to Andrzej Lepper. Should Kaczynski appoint Andrzej Lepper to a high position in his government, he will open himself up to more such criticism and personal attack. One has a question whether willing to do this.

Kaczynski ' s effort to hold new elections has apparently been stopped by the Civic Platform announcement that will not support new elections.

So Kaczynski is left in the position of having to work with Samoobrona and the League of Polish Families in order to get a parliamentary majority vote on any bills that he wishes to put forward.

The government it is being criticized even from within members of the stabilization pact for having backed away from its election promises. Other than having passed some populist bills to give money to new mothers and other money give away programs, they have done little in the area of economic or tax reform. With the parties of the stabilization pact continuing to bicker one has to question how long it will be before anything can be done.

Will Law and Justice go into coalition with Samoobrona? Will The League Of Polish Families in fact go into opposition?
